To help, you can shoot those moving spotlights, hopefully you have a silenced weapon, so you won't make such a big commotion. You have to wait for night, or attack from a blind spot or sneak up behind your target to avoid notice. Light is your enemy, you can't simply stand out in the daylight or in a spotlight and expect to not be noticed. (I think this is the same for other Bethesda games, but here it make a big difference.) You'll need this before level 23 when you can get the fourth level of sneak which eliminates the penalty from running. If you turn off autorun (Cap lock on PC) you'll enter walking mode and become extra stealthy.
When default sneaking (ie you just press Ctrl on the PC) you are sneak-running. I'm hoping I can pick up a couple of tips from more seasoned players, so I'll start off by sharing some knowledge that I've picked up, for those who aspire to become a Fallout ninja.
